The phenomenon of early marriage in the city of Surabaya has become an issue that has caught the attention of researchers during the pandemic. In 2020, there were 406 applications for early marriage. This shows that the early marriage rate is higher than in 2019 which reached 184 cases. This study involved research subjects from diverse backgrounds, namely couples and parents who had early marriages, the Office of Population Control, Women’s Empowerment and Child Protection (DP5A), Office of Religious Affairs (KUA), Ministry of Religion, CSO Savy Amira, Embun Foundation, Amnesty UNAIR in the city of Surabaya. Based on research results, in 2020 the Religious Courts recorded 374 cases of the dispensation of marriages. Meanwhile, in 2021, 360 marriage dispensations were recorded.
