This report, prepared by the Department of Global Public Health at Karolinska Institute for Rutgers, Rutgers WPF Indonesia, and PKBI Provincial Chapters of Central Java, Bali, and Lampung, is part of the Explore4Action initiative aimed at estimating the costs of implementing the SETARA program in Denpasar, Semarang, and Lampung, Indonesia. The findings of this report are used as a budget advocacy tool for government stakeholders and to provide guidance for the large-scale planning and implementation of the SETARA program across Indonesia. Additionally, this cost analysis serves as a basis for further economic evaluations.

This report targets audiences such as partners involved in the implementation of the SETARA program, Indonesian government officials interested in introducing and/or expanding comprehensive sexuality education, including regional, education, and health officials, as well as local and international organizations implementing Sexual and Reproductive Health and Rights (SRHR) programs in Indonesia and the surrounding region.
